Cosmetics must be registered with the NMRA before sale; imported cosmetics need a brand-owner letter of authorization and a sample import licence, and submitted labels must show the manufacturer's and importer's details with lot number, manufacture and expiry dates.
For locally marketed cosmetics the NMRA requires labels (including directions for use) in Sinhala, Tamil and English, with batch markings and an ingredient list; English alone is accepted for export-only products. No food label rule could be read.
No food claims rule could be read; for cosmetics the NMRA's committee decisions restrict claims, e.g. no 'whitening' claim for products with glutathione below 2%.
